David proudly supported the City Council’s proposal for rent stabilization, so a majority of our neighbors don’t have to worry about their rent increasing by more than 4% a year. Brett Smiley, however, vetoed the proposal, aligning himself with corporate developers over the working people, families, and seniors of Providence. Within the first 100 days of his administration, David and the Providence City Council will work together to pass and enforce rent stabilization.

Providence can no longer leave the future of our housing supply solely in the hands of private developers. As Mayor, David will use the Providence Redevelopment Agency to act as a public developer by acquiring vacant buildings and empty lots to transform them into permanently affordable homes. From North Main Street to Smith Street to Melrose Avenue, Providence will build homes our neighbors can afford. 

In 2025, Brett Smiley proposed one of the largest property tax increases on working families in recent history. For many homeowners, especially seniors and working families already struggling with rising costs, that kind of increase would have made it even harder to stay in Providence. David will fight for our neighbors by working to stabilize property taxes for owner-occupied homes valued under $2 million. 

David will direct new resources to the Providence Housing Authority so that tenant concerns and building repairs are urgently addressed.

Across Providence, companies like Strive and Amicus Properties are buying up homes in communities, especially around Elmhurst, Wanskuck, and Smith Hill. As these companies acquire more properties, rents rise and neighbors are pushed out of the communities they helped build. To end this predatory practice, David will enforce a targeted ‘Transaction Fee' on these greedy companies.
